I am referring to the certificate presented to the winners of election in Nigeria by INEC. I have observed that newly elected candidates are given certificate of return same with those who were re-elected. I feel re-elected candidates should be the ones issued with certificate of return. Some of their officials are also called “returning officer” even if they were given the appointment for the first time.
