Is Women’s breast still a private part?

In view of what women have turned breast to and how they are now openly displaying breast on social media, in parties and even in public in Nigeria and globally, i can’t but ask this question: ‘Is breast still a private part’? There was a video of an American woman walking round the street wearing nothing but only pant and giving her breast for men to suck openly in public. I doubt whether breast is still a private part. Whtas your opinion though?
