A motion moved by Julius Ihonvbere will also admit senators into the Lower Chamber for the joint session.
In addition, all business operators and other service providers including banks within the National Assembly have been told not to open for business today.
In a memo, the management of the National Assembly also urged visitors and non-essential staff of the complex to remain home until after the presentation of the budget.
Those allowed into the complex would be only stafff on essential duty and a few accredited journalists.
The joint session would be presided over by the Senate President Godswill Akpabio alongside the Speaker of the House, Tajudeen Abbas.
