NCPWD ex-ES meddling in commission’s affairs, persons with disability raise alarm – Blueprint Newspapers Limited


Concerned community of persons with disabilities have expressed concern over the undue interference by the former Executive Secretary of the National Commission for Persons with Disabilities (NCPWD), Mr. James Lalu, in the affairs of the commission.

Led by Chief Eric Ndubueze Ufom, the group claimed that Lalu has continued to operate within the Commission, engaging in the award of illegal contracts since he was relieved of his duties by President Bola Ahmed Tinubu on August 6, 2024.

The aggrieved PWDs accused Lalu of attempting to misappropriate funds intended for persons with disabilities through third-party contractors.

This behavior , they argued exemplifies a troubling disregard for accountability and a prioritization of personal gain over the welfare of the 35 million persons with disabilities in Nigeria.

The group expressed readiness to mobilize their members and take decisive action against Lalu and his associates to protect the progress made toward the Commission’s establishment.

They noted: “During Lalu’s time in office, there were no tangible benefits for the 35 million Persons with Disabilities in Nigeria; instead, allegations of corruption and self-serving behavior abound. Reports indicate that a relative of Lalu, employed at the Commission, has amassed wealth exceeding 400 million Naira in just one year, raising serious concerns about the financial mismanagement that has occurred.

“During his tenure, allegations of corruption were rampant, with little to no tangible benefits delivered to the disability community. Disturbingly, a relative of Lalu, employed at the Commission, is said to have accrued over 400 million Naira in wealth within a year, raising significant concerns about financial mismanagement.

“It is imperative to note that former appointees are prohibited from making contracts or decisions following their removal. Mr. Lalu’s refusal to adhere to this protocol and his attempts to overturn his dismissal are unacceptable. President Tinubu remains steadfast in his commitment to supporting persons with disabilities, despite Lalu’s efforts.

“The new Executive Secretary, Chief Ayuba B. Gufwan, is now leading the charge to rectify the disarray left in Lalu’s wake. Despite the challenges posed by inadequate handover notes and resource constraints, Chief Gufwan is dedicated to restructuring the Commission for the benefit of the disability community. The Presidency is actively supporting necessary reforms aimed at improving the lives of persons with disabilities in Nigeria.

“Under Lalu’s leadership, the Commission’s financial records lacked auditing, and his handover documentation was unprofessional. In contrast, Chief Gufwan is committed to ensuring transparency and accountability, putting the needs of persons with disabilities at the forefront.

“While Lalu and his associates may seek to undermine Chief Gufwan’s efforts, we assure the community that measures are in place to expose any fraudulent activities. Chief Gufwan brings a wealth of experience and a genuine commitment to advocating for persons with disabilities, differentiating himself from Lalu’s self-serving agenda.

“The community of persons with disabilities in Nigeria has exhibited remarkable patience during this transition. However, Lalu’s continued defiance cannot be tolerated.”
