Why is it called “Certificate of return” ?

I am referring to the certificate presented to the winners of election in Nigeria by INEC. I have observed that newly elected candidates are given certificate of return same with those who were re-elected. I feel re-elected candidates should be the ones issued with certificate of return. Some of their officials are also called "returning officer" even if they were given the appointment for the first time.

Issuance of certificate of return is a statutory function of INEC. It is only issued to those who won election and must be done through freewill of a returning officer.
ProfTMy question has to do with the “return” attached to it. Also their “returning” officers. Why the use of “returning” even when some of them were given the post for the first time.
